Suverenitetsbarometer (sovereignty barometer) tracks Norwegian public sector email hosting as an indicator for digital sovereignty.
The email provider decides the jurisdiction (and who can access it). Email is only one piece of IT infrastructure, albeit a very central one. Any decent data sovereignty strategy would likely prioritize email for migration.
Suverenitetsbarometer covers municipalities, county governments, and state agencies. Data comes exclusively from public DNS lookups (MX and TXT records). Inspired by MXmap, which does the same for Swiss municipalities.
This is observation, not advocacy. I don’t have a strong view on the right answer. I just want to see how the numbers move.
